Slovenia pitches ‘European Netflix’ to bolster digital sovereignty

Europe needs a Netflix-type streaming platform of its own. That’s according to a document from the EU’s Slovenian presidency which suggests that EU capitals and the Commission should look into a European online platform for movies, Politico reports.

The document does not name Netflix or any other foreign streaming platform. But it suggests that EU countries and the bloc’s executive “reflect on Europe's digital and technological sovereignty” and push for an online European streaming platform with European content “to be made available to as many EU citizens as possible.”

U.S.-based Netflix and Amazon Prime are the biggest streaming platforms in Europe with more than 80 million European subscribers. Disney+ is the third largest platform with an estimated 10 million European subscribers.

In order to help EU broadcasters compete, Slovenia — which holds the Council of the EU’s rotating presidency — suggested increasing the availability and competitiveness of European audiovisual and media content.

EU-based broadcasters are bound by territoriality rules which restrict the distribution of content, while foreign platforms broadcast across the bloc. Slovenia also wants EU countries to "promote the competitiveness of the European audiovisual sector, taking into account the role played by the territorial and exclusive licensing of rights in the funding system for European works."

In the document, Slovenia said it wants to increase European films available on streaming platforms with “quality films covering a broad range in terms of subjects and age groups.”

The document is based on EU countries’ contributions and is dated October 1. It notes that EU capitals and the Commission need to do more to preserve the cultural diversity of content available to Europeans, and promote and invest in local content.

The document also states that capitals and the Commission should strive to encourage the production and distribution of films for children and teenagers “in order to provide the future generation of viewers with European content that can benefit their physical, psychological and moral development.”
