Ukraine to switch from dubbing to subtitling of English-language content

During his speech in the Verkhovna Rada on the occasion of the Day of the Constitution of Ukraine, President Volodymyr Zelensky suggested to MPs to officially establish English as one of the languages of international communication in Ukraine. The corresponding draft law No. 9432 "On the use of the English language in Ukraine" has already been filed.

The goal of the implementation of the draft law is "increasing the level of competitiveness of Ukraine and Ukrainians, increasing the country's investment and tourist attractiveness, expanding the use of the English language in public spheres of social life and creating favorable conditions for its mastery by citizens of Ukraine."

According to the draft law, it is planned to define a clear list of positions whose heads and candidates will be required to speak English. Thus, the proposed list included employees of state authorities and local self-government, officers, as well as emergency service workers, including police officers, in the fields of education, culture, transport, and health care.

Also, one of the points of the draft law concerns the film industry. It foresees a full transition from dubbing to subtitles in Ukrainian cinemas by 2027.

The text states that foreign films whose original language is English must be broadcast "in the original language with Ukrainian subtitles." By 2025, the share of such films in cinemas should be 50%, by 2026 - 75%, and by 2027 - 100%.

Currently, all foreign productions are dubbed in Ukrainian for cinema and television.
