NGOs call on Kosovo to urgently fund and stabilize RTK

The European Broadcasting Union (EBU) and eight leading media freedom organizations and networks – the European Federation of Journalists (EFJ), the European Centre for Press and Media Freedom (ECPMF), the South East Europe Media Organisation (SEEMO), the International Press Institute (IPI), the Reporters without Borders (RsF), the Association of European Journalists (AEJ) and the SafeJournalists Network embracing the Association of Journalists of Albania (AJA), Independent Journalists’ Association of Serbia (IJAS), Center Science and Innovation for Development, Association of BH Journalists (BHJA), Croatian Journalists’ Association (CJA), Association of Journalists of Kosovo (AJK), Association of Journalists of Macedonia (AJM), Trade Union of Media of Montenegro (TUMM) – have sent an open letter to Kosovo’s Prime Minister Albin Kurti urging the Government to take immediate action to resolve the ongoing crisis at Radio Television of Kosovo (RTK).

The organizations warn that RTK is facing a severe financial, managerial and governance crisis. The broadcaster currently operates without access to its approved budget, without a fully constituted Board, and without a formally mandated Director General. Employees have gone unpaid, leading to repeated protests and growing social tension.

In the joint letter, the organizations recall that this issue has been already raised in July and note that, since no progress has been made, resolving the crisis has become even more urgent.

They refer to the European Commission’s 2025 Progress Report on Kosovo, which warns that without legislative action to secure stable funding and leadership appointments, RTK remains “vulnerable to political pressure and financial uncertainty.”

The signatories call on the Government to immediately release the funds owed to RTK to enable the payment of salaries and the continuation of services, and urge the Assembly of Kosovo to restore RTK’s legal governance structures without delay.
