Ukraine introduces cash rebates
The Ukrainian system of state support of film production is undergoing significant transformations. Two months ago, the Ukrainian Parliament adopted, with the amendments of the President, a law on state support of cinema in Ukraine, which will radically change the relationships between the Ukrainian state and film producer.
One of the key messages at the Discover Ukraine presentation held at the Ukrainian Pavilion on May 22 during the Cannes Film Festival will be the unveiling of the new cinematography legislation in Ukraine. Philip Illienko, Head of State Film Agency in Ukraine and Victoria Yarmoshchuk, Head of Ukrainian Motion Picture Association will review the main sections of the law and outline the benefits for international producers for the coproduction projects in Ukraine. In short, in addition to the direct funding of national productions there will be implementation of a cash rebate system to producers (including foreign) for a part of the expenses spent on production on the territory of Ukraine. The new version of the law provides for the reimbursement to producers up to 16.6% of eligible production expenses and 10% of the costs spent on the territory of Ukraine that can be qualified as talent fees.
