Ukrainian parliament approves legislation for temporary broadcasting licenses in occupied areas
The Ukrainian Rada has voted in favor of a new legislation at first reading which will allow temporary broadcasting licenses in occupied and border territories. The legislation was passed with 267 votes in favor of.
This facilitates the procedures for issuing broadcasting licenses in those regions, namely temporary licenses for the most vulnerable regions and also sets special conditions for analog to digital transition. According to Viktoria Syumar, the head of the Parliamentary Committee on Freedom of Speech, big broadcasters are not interested in broadcasting in those regions since ad income will be low so the legislation stimulates the creation of local radio and TV stations.
